Meeting with Shri Milind Deora, Hon'ble MOSC&IT: GS. President AIBSNLEA, GS, AGSs of SNEA(I), GS/TEAM & GS/MEA of MTNL met Hon'ble MOS for C&IT Sh. Milind Deora & expressed their sincere gratitude & thanks for granting us meeting. We discussed with MOSC&IT the status of absorption process of Group -'A' officers in BSNL/MTNL and apprised MOSC&IT about sinister efforts and game plan of BSNL/ MTNL Managements to derail the process.
Hon'ble MOSC&IT appreciated our concern and sought our opinion about how the issue can be resolved. We explained the repatriation order of DoT issued on 03.11.2011 is not being implemented in true sense by BSNL/MTNL managements on the pretext that without the presence of ITS Officers it is difficult to run both the PSUs which is totally unfounded and misleading. We informed MOSC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies. ITS dominated BSNL/MTNL managements have more trust on the deputationists instead of its own absorbed Group-'A' level executives due to their cadre affinity, we informed MOSC&IT. Even the charge on repatriation of some ITS officers have been given to the deputationist ITS officers instead of absorbed Gr A officers only who are ultimately going to be repatriated. This is deliberate conspiracy of both the managements to sabotage the process of repatriation, we further informed MOSC&IT.
Hon'ble MOSC&IT gave a very patient hearing fully understanding the implications of continuing duality on viability of BSNL/MTNL and mentioned that he is fully aware of the issue and assured he will try for early solution of the problem. MOSC&IT was fully convinced that BSNL/MTNL should have their own managements.
GS, President AIBSNLEA, GS, AGSs SNEA(I) , GS TEAM (MTNL) & GS(MEA) MTNL met the concern officer of DoT and discussed the ongoing situation of ITS absorption issue in BSNL/MTNL. We expressed our serious resentment against the non implementation of DoT order dated 03.11.2011, which is adversely affecting the viability of BSNL/MTNL. On our query that whether DoT has revised the above order to stop further repatriation of deputationists. Concern Officers of DoT categorically mentioned that there is no change in DoT order and all deputationists are to be relieved compulsorily. It was informed that as per the BSNL/MTNL management feedback the existing executives are not interested to own the higher / additional responsibilities. On this we explained that it not true since the charge is not at all offered to them. They assured to look into the matter.

GS, AGS(C/E/Arch/TF) met PGM (BW) & discussed
1. DPC from JTO(C) to SDE(C) : We expressed our serious concern against delay in holding DPC fromJTO(C) to SDE(C). PGM(BW) mentioned that gradation lists are awaited from CGM's and after receipt of gradation lists the process will be initiated. However, promotion order of 30 - 40 JTO(C) will be issued at the earliest on the basis of undisputed seniority list.
2. DPC from SDE(C) to EE(C) : We expressed our serious concern against delay in holding DPC fromSDE(C) to EE(C). PGM (BW) mention that finalization of roster is pending and case has already been sent to CLO. After getting clearance of details from CLO, the process will be expedited.
3. Regularization of EE(C): We requested to regularize EE(C) at the earliest. PGM(BW) told that due to Hon'ble Patna CAT judgment the case of regularization of SE(C) is under process, and will be completed within a month. After that the process of regularization of EE(C) will also be initiated.
4. Request Transfer of SDEs(C) in reference of our letter dated 01.11.2011: We requested for issuing the request transfer of SDEs(C). PGM(BW) assured to look into the matter.

Decisions taken in the JAC Meeting held on 16th November 2011: The meeting of the Joint Action Committee held on 16th November 2011 took very important decisions with regard to defending the BSNL and its workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com. V.A.N.Namboodiri, Convener, JAC reported about the developments after the last meeting held on 31stOctober 2011. The house was of the strong opinion that the non-opted ITS officers should be repatriated immediately. GS and President attended the meeting.
After thorough discussion, the following decisions were taken unanimously:
1. The deferred One Day Strike on the BSNL and Workers issues will now be organised on 15thDecember 2011. Some additions were made in the Charter of Demands already approved by the earlier JAC. The Strike Notice will be modified accordingly. Strike Notice will be served on 17th November.
2. In preparation for the strike and to give wide propaganda, massive rallies with maximum participation of workers will be organised on 8th December 2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands raised in the strike notice will be submitted to the State Governors for onward submission to the Central government.
3. The JAC meeting decided to support and participate in the Dharna on 22nd November 2011 being organised by the United Forum of Executive Associations demanding immediate repatriation of non-opted ITS officers.
4. The JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order to get the repatriation of non-opted ITS officers at the earliest.
5. The JAC unanimously decided to participate in the Parliament March being organised on 25thNovember 2011 by the Central/State Government, Teachers, Railway, Defence, Postal employees as also Central / BSNL Pensioners against the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament. The meeting came to an end at 1830 hours after vote of thanks.
Demonstration on 15.11.2011:We congratulate all BSNL/MTNL Executives for successful holding of Demonstration on 15.11.2011 throughout the country. Executives very actively participated in the demonstration in large number expressing their anguish against the BSNL/MTNL Management act of non-implementation of DoT order dated 03.11.2011. Repatriation in a phased manner is affecting the viability of BSNL/MTNL. Comrades, we are continue to protest against the BSNL/MTNL Management negligent attitude and the MASSIVE DHARNA Programme on 22nd Nov'2011 is to be more successfully implemented.
