Orrisa: There was a silent candle march as per directives of CHQ on 1st Dec-11. It started at 1720 hrs from the gate of o/o the CGMT after a little brief by CSs. About 150participants were there. We moved in two lines upto the Rajbhawan, about 2.5KM from the starting place. We reached at 1820hr. JAC writes to Sh. R.K. Upadhyay, CMD, BSNL regarding repatriation of non-opted ITS officers from BSNL <<Click Here for letter>>



Meeting with Shri Milind Deora, Hon'ble MOSC&IT: GS. President AIBSNLEA, GS, AGSs of SNEA(I), GS/TEAM & GS/MEA of MTNL met Hon'ble MOS for C&IT Sh. Milind Deora & expressed  their sincere gratitude & thanks for granting us meeting.  We discussed with MOSC&IT the status of absorption process of   Group -'A' officers in BSNL/MTNL and apprised MOSC&IT about sinister efforts and game plan of BSNL/ MTNL Managements to derail the process.
Hon'ble MOSC&IT appreciated our concern and sought our opinion about how the issue can be resolved. We explained the repatriation order of DoT issued on 03.11.2011 is not being implemented in true sense by BSNL/MTNL managements on the pretext that without the presence of ITS Officers it is difficult to run both the PSUs which is totally unfounded and misleading. We informed MOSC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies. ITS dominated BSNL/MTNL managements have more trust on the deputationists instead of its own absorbed Group-'A' level executives due to their cadre affinity, we informed MOSC&IT. Even the charge on repatriation of some ITS officers have been given to the deputationist ITS officers instead of absorbed Gr A officers only who are ultimately going to be repatriated. This is deliberate conspiracy of both the managements to sabotage the process of repatriation, we further informed MOSC&IT.
Hon'ble MOSC&IT gave a very patient hearing fully understanding the implications of continuing duality on viability of BSNL/MTNL and mentioned that he is fully aware of the issue and assured he will try for early solution of the problem. MOSC&IT was fully convinced that BSNL/MTNL should have their own managements.

GS, President AIBSNLEA, GS, AGSs SNEA(I) , GS TEAM (MTNL) & GS(MEA) MTNL met the concern officer of DoT and discussed the ongoing situation of ITS absorption issue in BSNL/MTNL. We expressed our serious resentment against the non implementation of DoT order dated 03.11.2011, which is adversely affecting the viability of BSNL/MTNL. On our query that whether DoT has revised the above order to stop further repatriation of deputationists. Concern Officers of DoT categorically mentioned that there is no change in DoT order and all deputationists are to be relieved compulsorily. It was informed that as per the BSNL/MTNL management feedback the existing executives are not interested to own the higher / additional responsibilities. On this we explained that it not true since the charge is not at all offered to them. They assured to look into the matter.

GS, AGS(C/E/Arch/TF) met PGM (BW) & discussed
1. DPC from JTO(C) to SDE(C)  : We expressed our serious concern against delay in holding DPC fromJTO(C) to SDE(C). PGM(BW) mentioned that gradation lists are  awaited from CGM's and  after receipt of gradation lists the process will be initiated. However, promotion order of  30 - 40  JTO(C) will be issued at the earliest on the basis of undisputed seniority list.
2. DPC from SDE(C)  to EE(C)  : We expressed our serious concern against delay in holding DPC fromSDE(C) to EE(C). PGM (BW) mention that finalization of roster is pending and  case has already been sent to CLO. After getting clearance of details from CLO, the process will be expedited.
3. Regularization of EE(C): We requested to regularize EE(C) at the earliest. PGM(BW) told that due to Hon'ble Patna CAT judgment the case of regularization of SE(C) is under process, and will be completed within a month. After that the process of regularization of EE(C) will also be initiated.
4. Request Transfer of SDEs(C) in reference of our letter dated 01.11.2011:  We requested for issuing the request transfer of SDEs(C). PGM(BW) assured to look into the matter.

Decisions taken in the JAC Meeting held on 16th November 2011The meeting of the Joint Action Committee held on 16th November 2011 took very important decisions with regard to defending the BSNL and its workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com. V.A.N.Namboodiri, Convener, JAC reported about the developments after the last meeting held on 31stOctober 2011. The house was of the strong opinion that the non-opted ITS officers should be repatriated immediately. GS and President attended the meeting.
After thorough discussion, the following decisions were taken unanimously:
1.  The deferred One Day Strike on the BSNL and Workers issues will now be organised on 15thDecember 2011. Some additions were made in the Charter of Demands already approved by the earlier JAC.  The Strike Notice will be modified accordingly. Strike Notice will be served on 17th November.
2.  In preparation for the strike and to give wide propaganda, massive rallies with maximum participation of workers will be organised on 8th December 2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands raised in the strike notice will be submitted to the State Governors for onward submission to the Central government.
3. The JAC meeting decided to support and participate in the Dharna on 22nd November 2011 being organised by the United Forum of Executive Associations demanding immediate repatriation of non-opted ITS officers.
4.  The JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order to get the repatriation of non-opted ITS officers at the earliest.
5. The JAC unanimously decided to participate in the Parliament March being organised on 25thNovember 2011 by the Central/State Government, Teachers, Railway, Defence, Postal employees as also Central / BSNL Pensioners against the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill presented in the Parliament.  The meeting came to an end at 1830 hours after vote of thanks.

Demonstration on 15.11.2011:We congratulate all BSNL/MTNL Executives for successful holding of Demonstration on 15.11.2011 throughout the country. Executives very actively participated in the demonstration in large number expressing their anguish against the BSNL/MTNL Management act of non-implementation of DoT order dated 03.11.2011. Repatriation in a phased manner is affecting the viability of BSNL/MTNL. Comrades, we are continue to protest against the BSNL/MTNL Management negligent attitude and the MASSIVE DHARNA Programme on 22nd Nov'2011 is to be more successfully implemented. Meeting with Hon'ble MOC&IT: GS, President AIBSNLEA, GS, AGS SNEA(I) , GS TEAM (MTNL) & GS(MEA) MTNL met Hon'ble MOC&IT Sh. Kapil Sibal & expressed  their sincere gratitude & thanks to him for vigorously re-initiating the process of absorption of ITS officers in BSNL/MTNL. Addl. Secy(T), DoT was also present in the meeting. We expressed our serious concern and anxiety against phased repatriation of deputationist officers from BSNL/MTNL, wherein the charge of deputationist officers is being further given to the deputationist officer only, who don't have any interest and commitment to work in BSNL/MTNL.
We apprised Hon'ble MOC&IT that more than 54,000 absorbed Group-'A' and Group-'B' level executives are available in BSNL/MTNL to maintain flawless Telecom services & are committed to the growth of both these Companies.
Hon'ble MOC&IT while appreciating and fully endorsing our concern mentioned that he is fully aware of the issue and its impact on viability of BSNL/MTNL. MOC&IT assured that Govt. decision will be implemented in its true spirit, and in no case the decision will be diluted.
We further apprised MOC&IT that BSNL/MTNL; ITS dominated Management is more committed to protect the interests of ITS Cadre rather than safe guarding the interests of growth and viability of  BSNL/MTNL.
Finally, we solicited MOC&IT's immediate kind intervention to complete the absorption process as quickly as possible and he responded in an affirmative and positive manner.

Meeting with PS to Hon'ble MOC&IT: GS, President and GS, SNEA(I) met PS to Hon'ble MOC&IT and apprised him about the ongoing process of repatriation. Wherein BSNL/MTNL managements are trying to derail the absorption process. We requested him to arrange a meeting with Hon'ble MOC&IT on this issue at the earliest. He assured for arranging a meeting with Hon'ble MOC&IT at the earliest.

Meeting with Secy(T), DoT : GS,  President and GS, SNEA(I) met Secy(T), DoT and thanked him for painstaking efforts of DoT in starting the process of absorption of Group -'A' officers in BSNL/MTNL in right earnest. However, we expressed our serious concern against phased repatriation of deputationist from BSNL/MTNL which will harm both the PSUs since the charge is being further given to deputationists only. BSNL/MTNL Managements are not taking immediate steps to fill up the vacant posts on account of repatriation and allowing unabsorbed officers to take additional charge. We also informed Secy/DOT that we do not trust the integrity of BSNL management because there is no dividing line between BSNL management and ITS.
Secy(T) categorically told that  govt. is firm to complete the absorption process of Group-'A' officers in BSNL/MTNL within a suitable time frame wherein BSNL/MTNL has been directed to take adequate steps to maintain the services. He reaffirmed his faith and confidence in the existing BSNL's executives / non-executives to face the challenges. 
On being informed about the reported efforts of deputationists to create legal complications to stall the absorption process, Secy/DOT categorically mentioned that already court judgment exists to repatriate all deputationists but govt. is taking a lenient view and has re-initiated the absorption process in the context of court judgment and long pending decision of government to end duality.
Secy/DOT clearly told that repatriation process will be completed in the shortest time frame and not even a single deputationist will be allowed to continue in BSNL/MTNL beyond transition time. Secy/DOT was categorical in mentioning that process which could not be completed in 2005 due to various reasons would be surely taken to its logical conclusion this time under all circumstances. He advised us to call upon all the BSNL/MTNL employees to fully concentrate on the growth of both these PSUs.

Meeting with Addl. Secy(T), DoT: GS, President of AIBSNLEA and GS, SNEA(I) met Addl. Secy(T), DoT . Jt. Secy(T) was also present in the meeting. We expressed our serious concern against phased repatriation of deputationist from BSNL/MTNL and apprised him that BSNL/MTNL Management is not implementing DoT order of repatriation in true sense and spirit. Both the managements are safeguarding the interest of ITS officers rather than safe guarding the interest of BSNL/MTNL.  On repatriation of deputationists from BSNL/MTNL no crisis are going to take place since sufficient absorbed Group-'A' & Group -'B' level executives are available to maintain the services and ensure growth of the Company, we informed Addl. Secy(T).
Additional Secy(T)/DOT and JS(T) clearly mentioned that Govt. is very firm to complete the process of Group-'A' officers absorption in BSNL/MTNL and no deputationist will be allowed to continue in BSNL/MTNL. Shortly the repatriation work will be completed and BSNL/MTNL Managements have already been directed to fill up the vacant posts on account of repatriation at  their own through promotion/recruitment. Both the officers categorically stated that there is no basis to doubt the integrity of Govt. in this regard. DoT is closely monitoring the process to complete it as early as possible.

CEC meet of Odisha Circle The 9th CEC meet of Odisha Circle was held in Sambalpur on 12.11.11. at 9:30 AM the flag was hoisted by Circle President Sri B. P. Mishra among all the CEC members and some members of host branch. It was followed by sky touching slogans: AIBSNLEA -Zindabad, 9th CEC- Zindabad, and BSNL- Zindabad. Com President gave a short welcome address to all. The meeting started at 10AM with welcome address by Com. Santap K Jena, Branch Secy- Sambalpur. He invited all the circle office bearers to start the CEC with thanks for the opportunity. Circle President welcomed all, agenda was approved, 2 minute silence was observed for departed souls, self introduction was made. The meeting was conducted as per agenda smoothly. All the Branch Secy. read out their reports. CS summed up all the points and then read out the CS report. It was passed with discussions on few points. Com. S. K. Dalai, CHQ-Adv gave the details of CWC Jabalpur and other current issues of CHQ. Besides the CS report, CS elaborated on VRS and ITS absorption issues. Finance Secy. read out the audited report for last 7 months. All the reports got passed with clapping of hands. The meeting was adjourned for launch break at 2.00 PM. GMTD SBP, DGM- SBP, B.Secy- SNEA were invited for the occasion, and they attended. The afternoon session started at 3:30PM, resolutions were adopted, vote of thanks was given by Com. N. Dandpat, ACS. The meeting ends at 4PM with National Anthem.  President. CS, CHQ-Adv and B. Repatriation Frozen!
BSNL Management is firm to sabotage the process of repatriation by freezing the process of repatriation. Comrades, get ready for do or die fight. We have to fight till each & every deputationist is repatriated.
Make Demonstration/Dharna at Corporate/ Circle/ SSA Hqs on 15th Nov.,11 and 22nd Nov., 11 respectively spectacular success and get ready for future struggle.

Meeting with concerned officers of DoT dealing with absorption of ITS:  GS, President AIBSNLEA, GS SNEA(I),  President/TEAM and GS/MEA met concerned officers in DoT dealing with the absorption of ITS and requested their intervention to expedite the absorption process of ITS Officers in BSNL/MTNL. We expressed our serious concern against phased repatriation of unabsorbed ITS Officers from BSNL/MTNL and apprised them that BSNL/MTNL Management has a very calculated strategy in repatriating ITS Officers in a phased manner by giving sufficient time to invite litigations and thus sabotage the absorption process. Both the Managements are not at all interested to give responsibility to its absorbed executives because of very narrow considerations to safeguard the interest of the ITS Officers rather than safeguarding the interest of BSNL/MTNL. BSNL/MTNL employees need committed leaders and want immediate end of deemed deputation/foreign  service to ensure viability of BSNL, we impressed, and assured the concerned officers that we will put in our very best efforts and work in a truly dedicated manner to provide uninterrupted services to our users.
Concerned officers categorically mentioned that Government is very firm to complete the absorption process and the unabsorbed Gr -'A' Officers are to be repatriated immediately to enforce the decision of the government on absorption of ITS. They reaffirmed and reiterated their confidence in the existing absorbed executives/non executives of BSNL/MTNL in providing uninterrupted Telecom services and ensuring growth of services. The officers also counseled that absorbed employees should rise to the occasion and work extremely hard to maintain network and provide quality services to users.

Meeting with Director (HR):  GS, President and GS SNEA(I) met Director (HR) and expressed our serious protest against framing of new RRs of DGM ignoring the existing BSNL MSRRs. We explained that the BSNL Management should immediately fill up all vacant DGM posts by holding DPC from 50% seniority cum fitness quota and  50% from MT quota. We clearly mentioned that any attempt to dilute BSNL MSRRs and to sabotage the carrier prospects of absorbed executives will not be accepted and against such discriminatory attitude Executive Associations will strongly protest. Director (HR) after discussions mentioned that he has heard our views and will look into. We are to keep organisationally ready to protest  against any dilution in BSNL MSRRs.

 AIBSNLEA's consistent efforts yielded result in getting  released the request(80 Nos.) / tenure(73 Nos.) transfer order in the grade of Accounts Officer/Senior Accounts Officer- <<Click here for letter>>

GS, (President and FS met PGM FP) and discussed about the issuance of AOs request/tenure transfers. PGM(FP) mentioned that, today he will discuss the matter with ED(Fin) and accordingly  the orders will be issued immediately.
GS, President and FS met Sr. GM(Pers) and discussed about the repatriation of unabsorbed Gr- 'A' Officers. Sr. GM(Pers) mentioned that about 280 unabsorbed ITS officers have been repatriated and process will continue in next few days also. We pleaded that on repatriation of unabsorbed Gr-'A' Officers the existing absorbed Gr-'A' Officers should be given the charge instead of giving charge to deputationist. Sr.GM(Pers) mentioned that already instructions have been given to Circle Heads in this regard.
